Manager - Selecting Groups of Users to Receive Bulletins

Managers can select specific groups of users to receive a bulletin.
From the Manager Dashboard, select Bulletins.
To add a new Bulletin, select + Bulletin.
On the New Bulletin screen, select the recipients by Group or Role.
